I have at length, after some trouble, obtained an interpreter through the British Consul at Foochow, a copy of whose letter I enclose as an illustration of the difficulties with which the Government has to contend in dealing with these cases of Extradition. It will be observed that the Consul at Foochow states that this interpreter, who is in good circumstances, and who hesitated some time before he would consent to come, is not a little afraid of his own authorities, and is anxious that it should be known that he did not volunteer his services.
